KEYBOARD: Reversed Exclamation Point Shortcut (Shift + 1 became 1 + Shift)

I've been having an issue with my MacBook Pro 2018. Normally, the shortcut for the exclamation mark is "Shift + 1". But what's happening right now is that, I have to press "1 + Shift". When I do that, the system types it like this a bit sensitive: 1!!!!
I'm using an external keyboard. I've already restored the shortcut keys to its default setting just to make sure that "Shift + 1" is not used as a shortcut to a different thing somewhere in my Mac. I've read somewhere that it may have something to do with the speech, something about Text-to-speech, but I can't seem to find it. If it's in Accessibility, I've turned off all speech related.
On top of that, I don't think the keyboard is broken. Because the "Shift + 1" works well when I'm entering my password before I get access to the Mac. But once I'm in, and I use that method, it's not working anymore.
I've also read somewhere that it those above do not work, I may have to delete everything in the Preferences folder under Library. Is that safe?
