why wont my ipad let me log into itunes with my existing apple id

I’m trying to log into an iPad it was given off a family member with my existing apple of but it won’t let me?

iPad Air 2, iOS 8

You can only log in with the Apple ID and Password of the person who set up the device. Have the family member follow these instructions....
