Will the "iPhone to iPhone" migration also copy photos and files which are not in iCloud?

I'm trying to copy all the contents of my dad's old iPhone X to iPhone 12 pro with the transfer from iPhone to iPhone feature, he locally stores his photos and videos on his older phone. So will the "iPhone to iPhone" migration also copy photos and files which are only locally stored in the camera roll and other albums?

I've always used iCloud for my devices and I'm just curious because it's taking a long time to copy everything like this and he doesn't want to use iCloud.

It might be quicker to make a backup of the phone on a computer, and then restore from that backup.

To answer your queston - yes, if the photos are not in iCloud, then the process should copy them.
