Several years ago I blocked YouTube from being downloaded from the App Store on to my childs phone. Now I want to give her access to get the App but can't find the way to unblock the App. I went to content restriction but its not listed there so that I can unblock it. Can anyone help?

It sounds like you may have an age restriction set up. Have a look at this page: Use parental controls on your child's iPhone, iPad, and iPod touch. See the section "Set Content & Privacy Restrictions". You'd be looking at the age restrictions for app downloads and not YouTube specifically.
