You probably just need to get the hang of it. when you swipe up from the bottom, you can't do it quickly like you would when navigating back to the Home Screen.
When you want to see your open apps, swipe up about ~1/3 of the screen and then hesitate slightly without raising your finger. You should see the app switcher appear, then you can release your finger.

Hi there Monkeyhanger56,
Thanks for reaching out to Apple Support Communities. We understand you’re swiping up but not getting a response. We’ll be happy to help.
Begin by restarting your iPhone and trying the swipe up gesture again. If you’re using a screen protector or case, please remove them first and test without them. Here’s how to restart: Restart your iPhone.
If the issue continues, let us know if you’re seeing slow performance anywhere else, and if there’s been any damage that might be affecting performance. Do you have any issues with responsiveness on the bottom of your display in other apps?
Best regards.
I did a restart, took off my cover (I have no screen protector), but I still have the issue with apps that I have done with. No problem when I close the app to go back into its home page icon at all. That is instant. When I sweep I have to sweep up 4-5 times or more to see all the "hidden" open apps. Once I eventually see them all, there is no problem sweeping up and them disappearing. Hope that helps. Happy Holidays! Cheers, Eric
Well done, it works! Different speed and the hesitation bit did it. It just did come naturally. I am onto it now. Thanks Chris0107. Happy Holidays
no problem, glad to be of help!
Happy Holidays to you as well 🎄
