Some Thoughts:
I. One Promo Per Account:
If I understand you correctly, this was purchased under her own Apple Account. The only way around this is to use your own Apple Account to purchase it, rather than you mother's - once the promo's used, it's used. Having this message shows it is mother's device.
II. Returning it:
If it was already purchased, then return it. Elsewise, you'll have to wait 90 days to associate it to a different Apple Account: Your Apple Account.
III. Apple Support Info:
Ask to speak with the Apple Store staff. They'll see what is going on, and will run you through the fix.

Due to the Coronavirus Pandemic, calls and chats are taking a bit linger to get through. And, that makes sense, because many are at home working out-of-the-house or are taking classes over-the-web, this they have more time on their hands to contact Apple Support.
