Problem with Screenshot, Video, and Photo on iCloud, iCloud Photos on iOS, MacOS Mojave, Win 10, and Web

So I want to Transfer old iPhone 5's photo, screenshot, and Video to iCloud photo (web) which at that time I put on my MBP 13' Late 2017 on Win 10.

When I drag the Video, and screenshot many of them, and some of the photo doesn't appear in the iCloud Photo.

but when I drag to the iCloud folder (win 10) it go in, but doesn't show up on my MacOS Mojave, and my iOS device (iPhone 8) .

Do you guys know how to solve this problem?

I'm planning to delete my win bootcamp.

On iCloud Photos at www.icloud.com there's no need to drag them but instead use the cloud symbol (upper right corner) with the arrow symbol to upload the photos from the computer to your iCloud.
