You can create the structure by using several shared albums, one album for each topic.

Shared albums are intended to be used as a communication channel - a chat about photos. You drop a photo into your shared album, the recipient comment on your photo, then replies with an own photo, and so on, just like a chat. They have not been designed to be used as a web gallery of photos.
