When setting up new ipad before I could add the passcode went to get a pen to write passcode, when I came back Ipad asking for passcode, but I haven't added one yet. What can I do can not enter Ipad to continue setup?

If it's used, try to contact the person you bought it from.
If its new, it's asking you to CREATE a passcode.
