In my iPhone settings App, under my Apple ID account picture I have a message saying, "Update Apple ID Settings"
I'd like to understand what Apple ID Suggestions pertains to and what does "Update Apple ID Settings mean".
For some reason when I put the required passwords, I get this
I believe it’s not a password issue but some system issue.
Any ideas?

Yes, I was getting the message in Settings. There was a menu line called "Update Apple ID Settings" I could go into.
I've tried doing the procedure again and entering the requested passwords and it seems to have worked now.
Perhaps because I did restart my phone between then and now.
In any case, what is this "Update Apple ID Settings" about?

Thank you for posting in Apple Support Communities. From our understanding, you are getting a message in Settings to update your Apple ID settings, do we have that right? Do you get this verification failed error on your cellular network as well? Is the passcode to your iPhone being entered? Has your iPhone been restarted since noticing this issue?

As the first screen shot shows, you need to sign back in to update the settings, and regain access to some account services.
