Cannot install apps on iPhone

Ever since the upgrade to iOS 14 I have been unable to install any app from the App Store.

Apps that I've previously downloaded work, I can download those. New apps just simply refuse to download. Once I press "Download" it'll start spinning for a second or two - then revert back to the "Download" button.

A few things I've tried:

-Signing into another Apple ID

-Restarting my iPhone

-Erasing all data and settings

-Hard reset

-Checked my storage; I have 24 out of 64GB available

-Checked my time & date which were correct

-Erased network settings

I have an iPhone X which is running iOS 14.3. I've tried just about anything, but still no luck.
