Trying to reinstall macOS on BRAND NEW MacBook Air

And it’s telling me there are no users available for authorization. I did a restore to its factory settings because some applications got transferred from my old Mac I did not want nor did I want any files to do with them. Thought the restore would be easiest. Clearly not. Why can’t I get past this screen?!?

There's something wrong with the partitions on the drive. Can you just reboot into Recovery mode (Command-R on startup), use Disk Utility to erase the drive entirely and then reinstall macOS? Then, once installed and when asked, you can allow it to restore from your Time Machine backup.,
