Delete iCloud photos immediately after disabling

I want to transfer all of my photos off my iPhone 7 and into my Downloads on my MacBook Air. Even if Image Capture has the option to delete the images they transfer, it doesn't really work.

Because iCloud kept saying that storage was full because of my photos, I decided to delete all images from iCloud Photos. I have downloaded all of them, and iCloud says "iCloud Photos has been disabled. You have 30 days remaining to make sure you have a complete copy of your photos and videos."

Since I have now downloaded all my Photos, is there a way for me to delete them now instead of waiting for the 30 days?

You can empty the Recently Deleted folder on the iPhone (within Photos).
