Contact Apple Support:
Using another phone, contact Apple Support. Then, have them run you through configuring your phone to how it should be. If it becomes too technical grasping the instructions By-Words-of-Mouth, then screenshare the iPhone while on the phone. You would use the iSight Camera on your iPhone or Mac to perform the screenshare all of this. Use what is on these links:
