My Apple TV turns on but shows no picture. I have changed HDMI cables and I have disconnected the power source cable for more than 30 seconds and still no luck.
how do I fix it?

Verify that the status light is glowing continuously.
Verify that the correct HDMI port is selected for input on the TV.
If the Video Format setting on Apple TV doesn’t match the TV capabilities, then you might get a blank screen (probably black, depends on TV). That might happen e.g. if you moved the Apple TV box from one TV to another.
If your Apple TV doesn't turn on - Apple Support
If you see […] a black screen: Hold Menu and Volume Down for 5 seconds, then release. Your Apple TV will switch to a new resolution every 20 seconds. Select OK to choose a resolution or Cancel to quit.
