Problem transferring photos to Icloud

Hello,

I bought 50GB of Icloud storage and I can’t understand why it takes so long for the photos to be downloaded to the Icloud photos. I have 9900 photos and videos and it downloaded only 4% in one day and a half.

what can I do about that issue?

my internet is working just fine and there’s no problem with it.
