Even I press control f7, mac doesn't change anything. It looks like this shortcut doesn't work.
I always want to use "all controls" option for Keyboard>Shortcuts>All controls,
but mac randomly changes this option to "Text boxes and lists only"
So, I want to change this option by pressing keyboard shortcut, but it doesn't work properly. Nothing happens.
I'm using Mojave 10.14.5
The other thing to keep in mind, most Apple commands are not done with the control key
You will see the "^" symbol next to the shortcut in question in the menu, when and if that is to be used with Control key.
Command key is the Cloverleaf /Apple logo key, which on Windows keyboards is simply the Windows logo key.
Option key on Windows keyboards it the Alt key.
Apple menu -> System Preferences -> Keyboard has the shortcuts setup. It is likely this was changed. Note the FN key on those keyboards that have it need to be depressed with the F-keys to make them functional unless your Keyboard preferences are set to override that need.
