I cannot restore my new phone from my iCloud back up as the apps

My restoration of my new I phone 12 pro max from iCloud seems to be stalled now for two days. I’ve spoken with Apple tech support three times and had to perform the same functions all three times to restore my phone to no avail. In settings, under iCloud, it states “unable to load storage info”, But I don’t have this error on either iPad that I use with the same user ID and password? I don’t have my photos, texts or music as they will not download either. Apples tech-support answer was to just restore it as a new phone, But I spent years making folders and downloading apps and having everything just exactly where I need it and now I’ve got a redo they’re all over again from scratch

Reach back out to Apple Support and ask that the issue be escalated.
