purchased the iPhone 11, and it does not restore. Says "Unable to load Storage info". All the apps appear but none download

What do I do if i have attempted to restore my phone twice and the iCloud says "unable to load storage info". All my apps appear but none of them download. What do I do now?

If you can't back up to iCloud or if restore from iCloud backup failed - Apple Support
