Smart email boxes updates will not save after restarting email

any changes (add one, delete one, change rules) I do to smart email boxes will not stick. After I quit and restart all changes are gone. I have deleted multiple plist files under v8 of maildata under library. The SyncedSmartMailboxes has a data modified date of sep 7, 2018 1046 am and will not change. If I remove this file and start email a new file is not created. OS 11.1 Big sur, using a mac pro late 2013. I have reindexed. Any clue how to fix this issue? Note I have 3 email accounts, one iCloud, one gmail, and one comcast and I have email on my mac.

Let’s see if there’s a locked file interfering.

Open Terminal & paste this command in & prefs enter, it’ll ask for an admin password & not echo what you type, wait for it to finish which will be an empty prompt unless it prints out some locked files, or Operation not permitted…

cd ~/ ;sudo find . -type f -flags +uchg

I have all of those files under v8 except the mboxcach.plist. Note I copied a syncedsmartmailboxes.plist from my daughters computer and replaced my file and the smart mail boxed showed in my mail. This file seem not to be updating when I change any smart email boxes (add, delete, change rules on). Also I noticed that I can't add rules now to. Same issue, updates don't stick. However the rulesactivestate.plist file does get updated, along with the unsyncedrules.plist file.. Note I did delete all the odder V2-V6 folders from my computer earlier in trying to resolve my issue.
