When it is not playing any sound, there is no sound from headphone, but when it plays system sound, music, video, etc., it creates hissing sound as well. Hissing sound is gone in few seconds after I stop playing the sound source. Tried with Bluetooth headphone and got the same problem. I have updated everything I could. I re-installed 3 times. I am lost. What would be the problem and how could it be fixed?

As a test, turn off WiFi and check your BT headset.
What are brand/models of the BT and Wired headsets?
Do you hear the same hiss when booted in macOS?

Nope. I hear no hissing sound in macOS. Only in bootcamp Windows.
Tested both wired (3.5mm jack) and wireless (Bluetooth) headphones, and they all had hissing sounds.
MacBook Pro (16-inch, 2019)
Tuned off Wi-Fi, tested both wired and BT headphone, I still hear hissing sound from both.
