Ipad stuck on “setting up Apple ID”

My IPad has been stuck on setting up Apple ID for the past 4 hours now. I am not able to restart IPad as it on allows me to turn the iPad on and off. Does not allow me to shut down or restart.

Being that your iPad is not responding during this step in the setup process, we would recommend force restarting your iPad. The steps can be found here: If your iPhone, iPad, or iPod touch won't turn on or is frozen. Once you force restart, this should help refresh the setup process so you can continue it, or get to your Home screen to finish up.
