In the past when iTunes was used to backup iPhone to your Mac, you could see voice memos in the backup section. But now that you have to use the Finder folder to backup your iPhone, I can't find voice memo backups anywhere (and I don't want to use iCloud, I want to back them up to my laptop only). Any ideas?

It sounds as though you're wanting to sync Voice Memos to your Mac via Finder. Ensuring your Voice Memos are synced is very important. Finder no longer shows the option to sync Voice Memos. As updates are made there can be changes with apps and features. It would be recommended to provide feedback to Apple using the Product Feedback website.
If you want voice memos to save to your Mac with the current options available would be to sync via iCloud. Syncing is not the same as backing up your iPhone to iCloud. You can enable the sync settings in Settings > [your name] > iCloud on the iPhone. This will allow Voice Memos to update as a new memo is added, and appear across all your devices.

When backing up your iPhone using a computer the voice memos would store in the backup. The only way to review those memos would be to restore to your iPhone to that backup, they wouldn't appear in the Voice Memos app on your Mac or show in a file. If you want to have the memos available on your Mac that would be through syncing. As there is no longer an option to sync when connecting the iPhone to your computer, the only available option would be to sync via iCloud. Syncing via iCloud would allow those memos to appear on your Mac in the Voice Memos application.

I don't want to sync, I want to back up! Does regular iPhone back ups to compete include voice memos as well? If so, where are they saved and where can I find them? If not, how can I make sure my voice memos are included in my back ups from my iPhone to my computer ? I don't use iCloud.

OK this helps. Apples should have kept iTunes as the main app for backing up iPhone to computer rather than switching to Finder. It made things more complicated. Sometimes old and simple methods are better.
