For iTunes downloaded from apple.com:
- "C:\Program Files\iTunes\iTunes.exe" /setPrefInt allow-half-stars 1
This works for me with iTunes 12.10.10.7 on Windows 7.
For iTunes installed via Microsoft Store - locate the iTunes.exe file within C:\Program Files\WindowsApps and modify the command above accordingly.

This is what I tried, but it doesn't appear to work with iTunes 12.11.0.26 from the Microsoft Store running on Windows 10. It also requires a bit of hack getting access to the WindowsApps folder. If I get time I might try switching to the other installer to see if it makes a difference.
