iPad return

I recently had an iPad air as for Christmas gift a little issue is that is 64gb. The question is if the person that got it for me can return it and pay the difference for the 128 gb one.

You would return the old one and then buy a new one. If somebody is buying this as a present then they give whoever is ordering the new one the extra money to cover the difference. Remember, returns in many places have to be done within 14 days!
