How to keep live photo OFF?

Doesnt this setting keep live shot off??

Because every time I return to camera, it comes back on !!

See the following from Take and edit Live Photos - Apple Support


The Camera app turns Live Photos on again automatically. To keep Live Photos off permanently, follow these steps:

  1. Open the Settings app.
  2. Tap Camera > Preserve Settings.
  3. Make sure that the switch next to Live Photos is turned on.
