Context is key here. The OP hasn't provided any. Call up Walmart and simply say "That washing machine you sold me doesn't work as expected" and see what kind of response you get, if any.
Help others to help you by helping yourself. Just because you've bought a product, it doesn't mean you're excused from basic diligence and troubleshooting. Any product will always work as expected in a controlled factory environment, but out in the wild, any number of untested and unpredictable external influences can affect how a product works.
If the product is a verifiable dud (it happens) you're entitled to a refund/replacement but simply saying the vendor doesn't care and the product is useless, will get you nowhere. Life skills 101.
