Unable to find disk to restore backup to

My Mac just started up with asking if I wanted to restore from Time Machine or reinstall OS after a power outage. I selected Time Machine but it can't find a disk to install to. Any ideas? It's an older iMac.

iMac 27″, macOS 10.13

Your HD may have crashed with the power outage. I'd suggest taking it to your local Apple Authorized Service Provider to be diagnosed and then you can decide what to do. You can use the following to find an Apple Authorized Service Provider in your area.
