Dock keeps appearing in fullscreen mode

Hello fellow Mac users.

I'm still trying to find a solution for macOS dock randomly appearing after switching to a fullscreen mode app. It's been with me for so long that I almost intuitively move the cursor to the bottom of the screen after switching to fullscreen. I first stumbled upon it as early as OSX 10.10 or 10.11, definitely was in 10.14 and 10.13 and the recording is from 10.15.7.

Here I managed to record this behaviour: https://youtu.be/8MaXMkcYZ0g

I know some of you have experienced a similar behaviour, here are a handful of posts related to the same problem:

The most common advice is to kill the Dock from time to time but this looks like a placebo and doesn't help to resolve the issue.

killall Dock

Here's what I've tried:

  1. Execute 'killall Dock';
  2. Create a new user;
  3. Reinstall macOS from scratch.
  4. Try a different machine (got a Late-2013 MBP 15 and MBA 2011)

None of the above helped.

Did anyone managed to find a solution?
