iCloud full even after deleting thousands of pictures

Hi everyone! I received a notification some weeks ago that my iCloud is full so I have deleted (permanently, even from the bin) most of the pictures from it, including videos as well. Still, I keep getting told iCloud is full and even a single document cannot be uploaded. What am I doing wrong?

Did you checked you iCloud storage for upgrading https://support.apple.com/guide/icloud/check-your-storage-usage-mm6e5a441fc7/icloud

Do you have sufficient balance to purchase https://support.apple.com/en-gb/HT202359

Will existing iCloud storage is sufficient to accommodate the cloud storage .

According to the first article -  Your storage is upgraded immediately, and your monthly payment date reflects the purchase date for your plan. If you upgrade from one paid plan to another, we’ll cancel your existing plan and charge you the prorated cost* of your new, larger plan.

It means still iCloud storage is full , either purchase next higher plan or .
