iPhone 11 Personal Hotspot Self Assigned IP Address

I’m running IOS 14.3

Im suffering from a major broadband fault in my area.

I went to use my personal hotspot to connect my MacBook Pro, running Catalina, to the internet and the hotspot isn’t issuing an IP address.

The same happens when I try and connect with a Windows 10 laptop.

Self assigned IP address, although the connection via WiFi establishes.

I’ve tried both Bluetooth and USB cable with the MacBook. Each time my MacBook tells me I need to update software to use the device. I can’t, I’ve no internet connection.

I can connect to my wife’s iPhone 8 hotspot on IOS 14.3 with both laptops without problems.

I’ve tried resetting the Network setting and resetting the phone (soft reset).

Any suggestions to resolve the issue?
