Have you added the phone number to your Apple ID?

Apple ID - Manage

See the Apple Support article(s) below.

FaceTime and iMessage - Link your phone number and Apple ID for use with.

Messages or FaceTime - Add or remove your phone number

provide more details, pls: at what point the problem occurs? on imessage activation, or it's already activated? you can't send, or messages are not delivered? any error messages?
