You can share if it is 200 GB or larger but you would have to pay by Apple ID balance if you are not the organizer.

I purchase 2tb by going to my iCloud purchasing storage and when I look at iCloud Family sharing it says your subscription is 5GB. When I click on upgrade in family sharing it says current plan is 2TB.
People sometimes have problems getting an upgradeto show. Try logging out of iCloud and logging back in again to get it to refresh.
