macbookpro m1 dock bar will not move to external monitor

i just upgraded my 2016 macbookpro 13" to the new M1 macbookpro 13". i use the laptop as a "monitor", and i also use an external monitor. i use extended desktops with this setup.

with the old machine, the dock would move to the external monitor by me positioning the mouse on the bottom of the monitor. however, the new machine will not move the dock (no matter how hard i try). has anyone else experienced this, and do you know a solution/work around?

go to system preferences then mission control. I uncheck displays have separate spaces. this gives the ability to have one of two displays to be the active display. Use ARRANGEMENT in the Display pane.
