could not update because still restoring from an icloud backup
my iphone 6s is stuck in an icloud backup and I cannot cancel it or anything so it will not allow me to update the iphone

Since you mentioned that you're unable to update, let's start by having you complete the steps in If your iPhone, iPad or iPod touch won’t update. If the update just isn't completing because your iCloud backup restoration isn't complete, you'll want to wait for that to finish and then complete the update in Settings > General > Software Update.
If you are still running into trouble, you may need to try a few steps in If you can't back up to iCloud or restore from iCloud backup failed.
