Hello, I purchased my iPad Air 4 and my Apple Pencil on January 18th, the pencil came two days before its estimated delivery date on January 26th but the iPad just moved to "preparing to ship" from "processing" today. How long until the iPad actually ships?

Oh, there is lots of time for that to arrive. Shortly before the anticipated date, it will go to Preparing to ship, then to Shipped. At that time Apple will send you an email with an updated arrival date, and tracking information. Also at that time, your method of payment will be charged.
It is expected to arrive February 5-10.
What was the anticipated arrival date for the iPad? I have found Apple’s shipping estimates very accurate.
