Silenced Calls

mu iPhone is silencing all calls from users unless they are in my contacts. It happens when my phone is locked and when it’s awake. I updated my OS and it started happening. When I click on the silenced call it calls the number back but I can’t actually accept the call. Do Not Disturb is off. What’s going on?
