I bought a new Epson 3760 printer, and I am not able to print from my ipad mini or my new iphone. I can print from my Dell laptop, and it uses wifi to print.

So the full spec’s suggest that you’ll need to use “Epson Connect” with the “Epson iPrint Mobile App”:

As such, whilst your printer doesn’t appear to support direct printing via AirPrint, there is an App and proprietary Epson print service that provides a printing solution for iOS/iPadOS devices.
Unless I’ve missed something in the specifications, your printer, whilst able to provide A WiFi connection, does not support AirPrint.
Apple AirPrint is a driverless connection protocol - that requires a compatible Printer to be wirelessly connected to your WiFi network.
As your printer appears to not be compatible with AirPrint, your alternatives are limited. Epson may have a printer App designed for iOS/iPadOS.
You might consider connecting your printer to your PC or Mac computer - and install a “helper application” that allows the computer to emulate AirPrint capabilities; one such option is Readdle Printer Pro, for which suitable software for your PC is available. A link to the PC software is included from this page:

A further alternative is to consider installing a dedicated Print Server Appliance on your network - and connect your printer to this. One example is the Lantronix xPrintServer, although the cost of this solution may exceed that of your existing [basic] printer.
The remaining solution is to simply replace your printer with one that is AirPrint capable.

When mentioned in Apple's About AirPrint article, a printer supports the driverless AirPrint technology.

So, it should be possible to use this printer with AirPrint. However, that does not yet solve bonnita290's printing issue. We do not know any details about the network. If a router is involved, the settings may have to be checked (Bonjour/mDNS). It could perhaps be as simple as to power off the router, the ET-3760 printer, the Dell computer, the iPad mini, and the iPhone. Then, after a couple of minutes, to power on in the same order.
If that printer model doesn't have Airprint capabilities (check it here:--> About AirPrint - Apple Support ), you won't be able to print from an iOS device via Airprint.
