Handwashing Timer not working

I got a new Apple Watch series 6 a week before Christmas. The hand washing timer has never worked. I have been calling apple support for the entire month of January and am getting no where. I have done everything they have asked including factory resetting the watch and phone. No luck. If anything it has made things worst for me since restoring the phone from backups after trying the factory reset did not fix damage to single sign on apps that the factory reset broke and with Covid-19 I can not get access to computers needed to fix them. My last call to support was over 4 hours long. Then at the end off all the calls is that it is a known issue and that Engineering is fixing it on the next OS patch. This week both the watch and phone got new patches and neither fixed the hand wash issue. The message that I constantly get from Apple support is since I unfortunately live in CA where they have closed all of their Genius Bars for months I need to just keep waiting in-definitively for it to hopefully fix itself. I have a brand new device that has not worked out of the box with Apple-care on it, can someone please help me fix this issue.
