Disabled account in apple and iTunes

I am getting a message that says my account has been disabled in apple and iTunes. I have updated my pay card and I am still unable to download and update apps. What do I need to do to fix this so I can download and update apps on my phone?

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.
