Can iphone handle WIFI to mobile data roaming?

I am considering getting an iphone but the roaming from WIFI to Mobile data seems to be problematic.

Is there a specific setting where you program the phone to use Mobile data if not connected to WIFI?

I thought it did but the answer to this question really raised some alarm bells:

I would expect two separate settings for:

1- Connected to "poor" WIFI -> option to use "WIFI assist"

2- Not connected to WIFI-> ?? switch to mobile data ??

What is the setting for scenario #2?

iPhone 6, iOS 11

Thanks QTK but I don't understand what you mean.

I interpreted the post I linked in my question as you need WIFI assist to enable data when you roam off the WIFI zone.

What I need is WIFI assist turned off as I rather solve my WIFI issue than end up paying for exceeding my mobile plan.

Are you saying when I walk out of the house, the phone will automatically switch to Mobile data with WIFI Assist off?
