Does the bright spot appear in a screenshot? Comparing a screenshot with what you can see on-screen will help you to determine whether or not the bright dot/spot is a screen artefact - or something else.

Take a screenshot on your iPad – Apple Support

When comparing the screenshot, rotate the screen between Landscape and Portrait orientation; this will ensure that the screenshot image, when viewed, does not overlay the same area of the screen. If the bright dot/patch is visible in the screenshot - but moves relative to the physical screen as you switch between screen orientations - then the issue is not a screen defect.

If, however, the bright area remains in the same location of the screen - then you may have screen issue. If you are able to take a photograph with another device - and upload it here - it may be possible to offer additional comment.
