I would like to know if Migration Assistant will let your new Macbook Pro with the exact same settings as your old Macbook. I know Time Machine does this, but I don't know if MigAssit will only transfer data, or if the new mac would be exactly the same as the old one.

Yes this is how it is done, seamless, pickup where you left off, same same.
The most trouble free way to move to a new machine, is using the Setup Assistant on the initial boot— you have one shot here. https://support.apple.com/en-us/HT205749
