can i log in to apple TV on laptop and access the fitness app on the streaming site? Or do i actually have to purchase an Apple TV device?

The website is for Apple TV Plus, which is their video streaming service. Fitness Plus is a completely separate service and does not tie into that. In order to use the service on a TV right now it will require the app running on an Apple TV. With the next update they will be introducing airplay so you would then stream forward the video portion from iPhone/iPad to TV, however the metrics will remain tied to the IOS app and not be transferred.
