Populate Safari Keychain from CSV file

I am trying to transfer my Keeper passwords to Big Sur Safari Keychain. After selecting Import from the Keychain pull-down, I go to select the csv file where I have loaded my Keeper passwords ------ but that csv file is grayed out. What is the best way to transfer my Keeper passwords to Keychain? Thanks!
