Can't install Quicktime 7.79: ul_catalog.98cb24ad_52fb_db5f_ff1f_c8b3b9a1e18e not found in quicktime.cab

I am on Windows 10 and there was an old thread about the same exact issue but none of the advice on that one helped me out.
