I wanted to connect my mac mini with my dell inspirion laptop , so i can use it as monitor. Currently i am using VNC but there is latency

No, you will need an external Display or HDTV to plug directly into the Mac Mini.

There is no official support for using any laptop as a screen for a mac.

And any solution you find will be software-based causing latency, that's to be expected.
