‘Now’ on find my app

When it says “just now” on the find my app, does this mean the person is on the actual phone actively using it, or does it strictly just mean that it is connected to the internet.

It just means that the iPhone is connected to the internet and is reporting its present position. It has nothing to do with whether the iPhone is active and being used or not.
