The battery "cycle count" only has meaning when it reaches the higher counts since Apple considers 1,000 cycles to be the normal expected limit on charge cycles. Low charge cycles mean nothing regarding the health of the battery since a laptop may be plugged into a charger all the time and never have the charge cycle increase.
Obviously the Full Charge Capacity of the battery is very low compared to its original design capacity. If the battery is not providing adequate runtime, then you need to have the battery replaced.
FYI, Apple actually has a free battery repair program for some of the 2017 non-Touchbar MBPros:

You should also check to see if your laptop qualifies for this free SSD repair program:

Here is the current list of all the publicly acknowledged free repair programs for various Apple products (some products like your laptop have multiple programs available):

Here is yet another free battery repair program for 2016-2017 MBPros that won't charge past 1% (no idea why it isn't included in the main list):

Make sure to have frequent & regular backups. It is impossible to recover accidentally deleted data from an SSD after the Trash has been emptied plus an SSD can fail at any time without any warning signs. Plus if the Logic Board fails on this laptop I'm not aware of any adapters to allow you to access the data on the SSD. Always have backups.
Edit: Run the Apple Diagnostics to see if there are any hardware issues with the battery. Unfortunately with Catalina & Big Sur Apple changed how the battery condition is reported so now it is impossible to tell if macOS detects a hardware failure with the battery since macOS only reports two battery conditions "Normal" and "Service Recommended" whereas older versions of macOS showed "Service Battery" when a hardware issue was detected in the battery.
