Issues with deleting apps

for about 2 weeks I’ve been having issues deleting apps. When I got to “remove app” it only gives me the option to move it from my home screen to the library, but it won’t let me delete the app from the system and I’m running out of space on my phone. Is there something I’m doing wrong?

There may be a restriction set on deleting apps. See: https://support.apple.com/en-us/HT201304#prevent-purchases
